The short answer is: very little. Under the Plumbers, Gasfitters, and Drainlayers Act 2006, most plumbing is “restricted work.”
What you CAN do: Basic maintenance like replacing a tap washer, changing a showerhead (if not in-wall), or clearing a minor sink blockage with a plunger.
What you CANNOT do: You are legally prohibited from installing new pipes, toilets, water heaters, or any gas-fitting work.
The Consequences: DIY restricted work can result in fines up to $50,000, voided house insurance, and major liabilities during a property sale. At Paramount Plumbing, we ensure all restricted work is signed off by a Certifying Plumber and logged with the PGDB.
Wellingtonians are increasingly building sleepouts and “tiny homes.” While building exemptions exist for structures under 30m², the plumbing rules are different.
No Exemption for Plumbing: Even if the building doesn’t need a consent, any plumbing or gas work inside it ALWAYS requires a building consent from the Wellington City or Hutt City Council.
Facilities Rule: To remain “consent-free” as a structure, the building must not contain cooking or bathroom facilities. Once you add a toilet or sink, the entire project falls under council scrutiny.
Compliance: Paramount Plumbing handles the Minor Works Consent process for these projects, ensuring they meet Building Code G12 (Water Supplies) and G13 (Foul Water) standards.
With the government’s focus on electrification and the refresh of the NZ Gas Infrastructure policies in 2026, many CBD apartments and commercial buildings are moving away from reticulated gas.
The Conversion Process: We specialize in decommissioning aging gas boiler systems and replacing them with high-efficiency Heat Pump Hot Water Cylinders.
Standard Updates: As of November 2025, gasfitters must comply with the updated AS/NZS 5601.1:2022 standard. This includes stricter rules on multilayer pipes and the requirement for regulators on all endorsed appliances. Paramount’s certifying gasfitters stay ahead of these changes to ensure your CBD property is future-proofed.
The Hutt Valley presents a specific challenge: alluvial soil (silt and sand) and a high water table.
The Challenge: Ground movement—even minor settling—causes old earthenware or concrete pipes to crack or “belly.” In suburbs like Petone or Alicetown, high groundwater can overwhelm sump pumps and lead to foundation dampness.
The Solution: We utilize CCTV Drain Inspections and Trenchless Pipe Relining. Relining allows us to create a “pipe within a pipe” using a structural resin liner, which is far more resistant to ground movement and tree root intrusion than traditional PVC or clay.
Living on the fault line means your plumbing needs to be resilient.
Seismic Gas Shut-off Valves: We install valves that automatically trip the gas supply during a major quake, preventing fires caused by fractured lines.
Flex-Connectors: Under the latest AS/NZS 3500 (2025) updates, there is a higher standard for flexible connectors to reduce failure during seismic events.
Emergency Storage: We help Wellingtonians install Rainwater Interceptor Tanks—a critical backup for drinking and toilet-flushing water if the main regional pipelines are compromised.
